Ma Yuehan Cup (马约翰杯) Competition General Regulations
Competition Purpose
The Third Plenary Session of the 18th CPC Central Committee's "Decision on Major Issues Concerning Comprehensively Deepening Reforms" made important arrangements for school sports, clearly proposing to "strengthen physical education classes and extracurricular exercise, and promote the physical and mental health and robust physique of young people." In July 2021, the State Council also issued the "National Fitness Plan (2021–2025)" calling for "widely carrying out mass fitness events," "promoting fitness activities among key demographic groups," and "deepening the integration of sports and education." In addition, the Central Committee of the Communist Youth League, the Ministry of Education, the General Administration of Sport, and the All-China Students' Federation jointly advocated the "Step Away from the Internet, Step Out of the Dormitory, Step Onto the Sports Field" mass physical exercise initiative. To comprehensively implement the central government's directives and the spirit of General Secretary Xi Jinping's important speeches, fully implement the Party's education policy, achieve the goals of the "National Fitness Plan (2021–2025)," and strive to improve students' physical health, sports skills, healthy physique, team awareness, and competitive spirit through school sports, this academic year will further refine the organizational system for Ma Yuehan Cup (马约翰杯) sports competitions, promote campus sports culture, and create an atmosphere and goal where each department has distinctive features, every class has activities, and every student participates.

Competition Event Settings and Related Regulations
Foundation Events and Elective Events (Choose 3 of 5)
-
Track and Field (Mass Sports Events), Freshman Sports Meet, Graduate Student Sports Meet, Campus Marathon, Sunshine Long Run (10,000m) Relay (must include one graduate student, any gender)
-
Men's Basketball, Swimming, Wushu, Cheerleading, Shuttlecock Kicking & Jump Rope (Choose 3 of 5)
For the above two clauses, if Division A or Division B has ≤6 participating teams, the champion coefficient is not halved.
Department Elective Event Requirements
Division A departments must select 13 elective events; the top 11 scoring events count toward the Ma Yuehan Cup (马约翰杯) total. Division B departments must select 9 elective events; the top 7 scoring events count toward the Ma Yuehan Cup (马约翰杯) total.
Each department submits their Ma Yuehan Cup event selection form by the designated deadline. If fewer than 6 teams in total across Division A and Division B sign up for a selected elective event, the association may still organize the competition, but the results will not count toward the Ma Yuehan Cup (马约翰杯) total score.
The selection results are publicly announced in the system after the selection deadline. The first announcement period is 1 day. After 1 day, a 3-day modification period begins during which selection statuses cannot be viewed. Departments may adjust their selections in the system during this period. After the modification period ends, no further changes are allowed, and the results at that point are final and viewable by all departments. Starting from the 2014–2015 academic year, if too few departments select a particular event, the Competition Committee will, after verification and discussion, suspend that event's eligibility for Ma Yuehan Cup selection in the following year.
New Event Admission Rules
Individual sport associations must have experience hosting a university-wide single-sport competition within the past two years and submit an application to the Ma Yuehan Cup Competition Committee. After comprehensive evaluation by the Competition Committee, the event may be included in the following year's competition program on a trial basis (no Ma Yuehan Cup points awarded). The association's influence, department participation rate, and other factors during the trial year will be assessed, and the Committee will decide whether to formally include the event as an official Ma Yuehan Cup competition event.
Selection Timeline and Requirements
- Before October 10, 2022, departments log into the system to make their selections.
- October 11, 2022: Departments log into the system to view selection statuses; please keep records. Starting October 13, 2022, departments may log in to modify their selections, but cannot view other departments' selections. October 16, 2022: Selections can no longer be modified, and the final results are publicly announced in the system.
- In addition to competing in their selected elective events, departments may also register teams for other individual association competitions. Their rankings will be valid and they may compete for the event's champion rotating trophy, but the competition results will not count toward the Ma Yuehan Cup (马约翰杯) total score.
- Once a department registers for a Ma Yuehan Cup (马约翰杯) event, the registration cannot be changed. If a department registers but does not participate, it is treated as a forfeit.
Graduate Student Events
Graduate student sports events (at least 6 events in the current year; if fewer than 6, the weighting is: 5 events ×18; 4 events ×15; 3 events ×12; 2 events ×9; 1 event ×5) are restricted to graduate student teams from each department. Scores count toward the Ma Yuehan Cup total. Graduate competitions are organized by the Graduate School Youth League Committee and the Graduate Student Association.
Competition Results Announcement
After each individual competition, the association submits results in the system. After submission, all departments are notified for a 2-week public review period. Questions about results should be directed to the association president during the review period. If confirmed issues exist, the association president should make corrections, with explanations provided in the sports coordinator group. After the review period, no further questions about competition results will be accepted, and scores are added to the final scoreboard.
Competition Grouping
Grouping Principles
For the 2022–2023 academic year, Division A and Division B groupings are determined by comprehensively considering each department's undergraduate and graduate student populations. Before each academic year, the Ma Yuehan Cup Competition Committee will adjust groupings as appropriate based on the university's actual circumstances.

Eligibility and Participation
All registered undergraduate and graduate students at the university who are in good health and have a basic foundation in physical exercise may participate according to the regulations. Note: Part-time students may not participate in more than 3 events across all Division A/Division B selections (including foundation and elective events), and may not participate in events their department has not selected. Students on academic leave may not participate in Ma Yuehan Cup (马约翰杯) competitions.
To encourage all students to participate in Ma Yuehan Cup (马约翰杯) events and prevent a few students from competing in too many events, while ensuring departments maintain focus on priority events (balancing medal contention with participation), the following rules apply:
- Students who were admitted to Tsinghua University's sports representative teams (except chess/card games) at a reduced admission score ("Category B representative team," excluding sports-specialized class students) may participate in any Ma Yuehan Cup event as an ordinary student (record-breaking invalid; must be noted at registration). The active roster is based on the current academic year's university sports representative team list.
- Regarding sports-specialized class students:
- Sports-specialized class students (including track & field, basketball, shooting) are limited to 7 participants in the University Sports Meet track & field competition.
- In the University Sports Meet track & field competition, sports-specialized students receive equivalent placement scores but do not participate in finals; they may not compete in relay events; each person may enter up to 2 individual events.
- Sports-specialized students who continue as graduate students may participate in Ma Yuehan Cup competitions. If they are active athletes, they follow the same rules as undergraduate sports-specialized students, i.e., each may enter up to 2 individual events. Competition results receive equivalent placement scores but they do not participate in finals, and they may not compete in relay events.
- Retired high-level athletes participating in the University Sports Meet track & field competition may compete as ordinary students, but specific details regarding relay event participation are specified in each Ma Yuehan Cup individual competition regulation.
- A student's departmental affiliation is determined at the time of individual event registration. Students transferring between departments may still represent their original department for events already registered, provided they present relevant proof from their original department's academic affairs office.
- Except for graduate-only events, graduate students may compete alongside undergraduates.
- Students with dual departmental affiliations compete by default under the department listed on their student ID. If they wish to represent their other affiliated department, the sports coordinator of that department must provide certification, with proper filing and public announcement. The student may only represent that department for the entire academic year.
- For departments implementing the broad-category admissions policy since 2016, freshmen should represent the department managing their class, with scores credited to that department. After second-year department assignment, students represent their final assigned department.
- In the University Sports Meet track & field competition, all students who were admitted to university as sports specialists but entered Tsinghua University graduate programs without any sports-related bonus points compete as ordinary students in any Ma Yuehan Cup event (record-breaking invalid). Their identity must be clearly noted at registration. If not noted and record-breaking bonus points are awarded, and another department reports and confirms the identity issue, competition results will be voided.
- In the 10,000m relay event, active track & field team high-level athletes may not participate. Retired graduate student track & field team high-level athletes are limited to no more than 3 per team.
Faculty and Alumni Participation Rules
- Division A and Division B departments may register up to 5 faculty members from their own department for Ma Yuehan Cup (马约翰杯) competitions (university career-track faculty). Each person may participate in no more than 3 major events.
- Division A and Division B departments may register up to 4 alumni (non-student status) who graduated from their department at least 3 years ago. Each person may participate in no more than 3 major events.
- Faculty and alumni participation events and personnel lists are submitted in two periods — fall and spring semesters. The fall semester deadline is Friday, November 4, 2022, 24:00, submitted to the Sports Department Mass Sports Division email. The spring semester deadline is tentatively Friday, March 10, 2023, 24:00 (advance email notification if changed). Late or unsubmitted lists will result in ineligibility. The total number of participants and events across both submissions must not exceed the specified limits.
- At registration, departments must provide identity verification (faculty member's name, position, or title; alumni's name, department, graduation year, and employer). Registration forms must indicate whether the person is faculty or alumni; those with both identities may only register under one.
- Faculty must present their employee ID when competing; alumni must present certification from the department they represent (issued and stamped by the department office). Otherwise, participation is not allowed.
- All rules regarding faculty and alumni participation in individual competitions are as stated in this Competition Guide (竞赛指南).
Departments participate in Ma Yuehan Cup (马约翰杯) individual competitions by registering according to this Competition Guide and each individual sport association's specific regulations.
Competition Methods
Competitions follow the latest competition rules approved by the General Administration of Sport of China.
The Ma Yuehan Cup (马约翰杯) Competition Committee has final interpretation authority over all competition rules.
When some events combine Division A and Division B competitions, rankings are recorded separately.
- If the total number of Division A and Division B registrations is <8 teams, competition results do not count toward the Ma Yuehan Cup (马约翰杯) total score.
- If Division A has ≤6 participating teams, or Division B has ≤6 participating teams, the champion coefficient for that division is halved. Foundation events are exempt from this rule.
- Special notes:
- All events are competed on a departmental basis; otherwise, participation eligibility is void.
- Departments that register but do not participate in any match are not counted as participating teams. Such departments must submit a written withdrawal statement to the Competition Committee at least 3 business days before the first match. The statement must be signed by the department's associate Party secretary and stamped with the department seal. Departments that fail to submit a proper withdrawal statement will be deemed to have committed a malicious withdrawal. In cases of malicious withdrawal, the Competition Committee will revoke the department's eligibility for the current year's Sportsmanship Award and, depending on severity, may revoke the department's participation eligibility for the withdrawn event for the current and following year. The Ma Yuehan Cup (马约翰杯) Competition Committee has final interpretation authority on malicious withdrawal determinations.
When departments register, they must carefully verify participants' eligibility (departments bear full responsibility for eligibility issues). Organizing units should re-verify participant eligibility when receiving registration forms and contact the registering unit if there are questions. Participating teams may challenge the eligibility of another department's players before the competition and request identity verification (student ID, employee ID, etc.).
Rankings and Scoring
The Ma Yuehan Cup (马约翰杯) Student Athletic Games uses the academic year as the scoring period, calculating total scores from foundation and elective events. Based on total scores, the Division A champion receives the "Ma Yuehan Cup (马约翰杯)" trophy, with certificates for the top 3. The Division B champion similarly receives the "Ma Yuehan Cup (马约翰杯)" trophy, with certificates for the top 3.
From the start of the first Ma Yuehan Cup (马约翰杯) event of the current academic year through the end of the University Sports Meet, scoring for all Ma Yuehan Cup campus competitions and events representing the university in Beijing college "Chaoyang Cup" (朝阳杯) and national competitions consists of placement score and participation score. Placement score: Individual top 8, placement score ×4, counted toward the department's Ma Yuehan Cup team total. Team events (8 or fewer players): top 8, placement score ×8; team events (9–16+ players): top 8, placement score ×16, divided by total participants (capped at 16), yielding per-person score; department score = per-person score × number of department participants. Placement scores: 9, 7, 6, 5, 4, 3, 2, 1. Participation score: 3 points per registered participant in the event (unregistered non-participants score 0); participation score capped at 20 persons.
The sum of all individual event scores is calculated as (department score / 1st-place total score) as a coefficient, proportionally counted into the Ma Yuehan Cup (马约翰杯) total score.

| Score | 400 | 350 | 300 | 250 | 200 | 150 | 130 | 110 | 90 | 80 | 70 | 60 |
Each individual event has a rotating champion trophy.
If events are divided into Division A and Division B, the Division A champion and Division B champion must play an additional match to determine the overall annual champion, who receives the rotating champion trophy (if the match is not played, no trophy is awarded).
Campus Marathon and Ma Yuehan Cup (马约翰杯) Sunshine Long Run (10,000m) Relay
Campus Marathon Scoring Method:
Cumulative scores determine rankings. Division A top 12 team scores and Division B top 12 team scores are counted. Scores are added to the department total according to the table below.
Division A
| Rank | 1st | 2nd | 3rd | 4th | 5th | 6th | 7th | 8th | 9th | 10th | 11th | 12th |
|---|---|---|---|---|---|---|---|---|---|---|---|---|

| Score | 280 | 240 | 220 | 200 | 180 | 160 | 140 | 120 | 100 | 80 | 60 | 40 |
Participation Scores:
Each participant completing their event earns participation points. Completing the 10km event earns 1 point; reaching the first checkpoint of the half marathon (after 12km) earns 3 points. Cumulative points form the department's participation score. Bonus spots based on previous year's departmental ranking are not awarded. All participants who complete the race within the time limit receive a commemorative medal and participation certificate. The top 30 in the Men's Half Marathon, Women's Half Marathon, Men's 10K, and Women's 10K receive certificates and prizes (students, faculty, and alumni share the same individual rankings). If proxy running is confirmed, the department's participation quota for the following year will be reduced by 10% as a penalty.

Class Basketball and Class Football Tournament Scoring Method
Specific scoring details are explained in the Class Basketball Tournament and Class Football Tournament announcements. In principle, the maximum score a department can earn from class basketball and football tournaments is 60 points. Before a match, if both teams agree to cancel, and the organizer is informed and approves, no penalty is applied; otherwise, forfeiture results in a 5-point deduction.
Department placement score plus department test participation rate are both counted into the Ma Yuehan Cup (马约翰杯) total score.
If rankings are tied, the subsequent rank(s) are left vacant, and the average of the tie-rank and vacant-rank scores is assigned to all tied departments.
If competitions beyond those in the Competition Guide are held, including other sports competitions and national or Beijing college competitions, and scores need to be counted toward the Ma Yuehan Cup (马约翰杯) team total, the Competition Committee will not issue additional notifications.
Requirements for departments participating in mass sports activities. From the start of the first Ma Yuehan Cup (马约翰杯) event through the end of the University Sports Meet, departments are required to organize distinctive, diverse sports activities. Activities meeting the following requirements earn bonus points counted toward the Ma Yuehan Cup (马约翰杯) total:
Specific requirements:
- Upload work plans to the system between September 26–30, 2022, by 17:00. Departments that fail to submit by the deadline will have 30 points deducted from their mass sports activity total for the academic year.
- After organizing each sports activity, departments must upload essential materials including the event program, registration forms, and results records (e-sports events follow General Administration of Sport standards; all e-sports events count as one mass sports activity). Materials must be uploaded to the system between April 17–21, 2023, by 17:00. Only compliant submissions earn bonus points, which are added to the Ma Yuehan Cup total.
- Division A: Departments that organize 6 or more activities (including 6) earn 80 points toward the Ma Yuehan Cup team total; 8 or more activities (including 8) earn 120 points.
- Division B: Departments that organize 4 or more activities (including 4) earn 80 points; 6 or more activities (including 6) earn 120 points toward the Ma Yuehan Cup (马约翰杯) team total.

After the Youth League Committee reviews the budget and hosting information, it provides the signed Hosting Agreement to the hosting unit and forwards the Registration Form and Agreement to the Competition Committee's Competition and Liaison Division, which then distributes competition regulations and registration notices to departments, officially launching the competition.
Competition regulations and registration notices distributed by hosting units without authorization are invalid.
- After the competition, the hosting unit must promptly complete a "Competition Hosting Summary and Feedback" report containing competition results and a hosting summary. Submit it to the Competition Committee's supervising instructor for signature within 5 business days after the competition, with both electronic and paper versions submitted to the Youth League Committee Culture and Sports Department. Electronic submission before signing is recommended for review convenience. Upon receiving the report, the Youth League Committee will reimburse competition expenses based on hosting performance (see relevant clauses in this chapter for reimbursement details).
Competition Rules (Charter) Drafting and Amendment
Hosting units should draft their Competition Rules (Chapter) independently under the guiding principles of this Competition Guide, based on the specific circumstances of the hosted event. During the drafting process, broad consultation with participating departments is required, along with thorough discussion with the supervising instructor. The instructor-reviewed and sealed Competition Rules must be submitted to the Competition Committee for public announcement 14 days before the competition, with a 3-day review period. After the review period, the rules take effect. Once effective, the hosting unit must strictly follow the rules for organizing competitions, arbitrating appeals, and administering penalties. No hosting unit may unilaterally modify effective rules. If the hosting unit identifies a major error or seriously unreasonable provision in the rules, it should submit a written amendment request to the Competition Committee with proposed changes before any competition begins. The Committee must provide written feedback within 2 business days and commission the supervising instructor to assist with amendments. Amended rules must also be signed by the instructor and publicly announced by the Competition Committee. If the amendment process affects the competition start date, the start may be postponed accordingly. Competition Rules must include (but are not limited to):
-
Names and contact information of the hosting unit and relevant arbitration bodies.
-
Detailed rules for verifying participant eligibility.
-
Details on how referees are appointed.
-
Specific penalties for various violations of competition discipline.
All rules established in the Competition Rules must be consistent with this Competition Guide and must not conflict with it.
Arbitration and Appeals
Arbitration Body Composition and Responsibilities
The Ma Yuehan Cup Student Athletic Games Competition Committee has a two-tier arbitration structure. The Arbitration Committee under the Competition Committee is the first-tier arbitration body, composed of members from the Sports Department and the Youth League Committee Culture and Sports Department. The arbitration body established by the hosting unit is the second-tier arbitration body. Second-tier arbitration: Responsible for accepting and ruling on appeals submitted by participating departments; penalizing behaviors that violate competition rules. First-tier arbitration: Responsible for accepting appeals that the second-tier body cannot resolve; accepting appeals from departments dissatisfied with second-tier rulings; convening Arbitration Committee meetings for discussion and final rulings; penalizing behaviors that violate competition rules.
Appeal Procedures and Acceptance Rules
- If a participating department disputes a specific match result, it must submit a written appeal to the second-tier arbitration body within 6 hours of the match's conclusion. The second-tier body must issue a written ruling within 1 business day and provide feedback to the departments involved.
- If a department disagrees with the second-tier ruling, it must submit a written appeal to the first-tier arbitration body within 1 business day of receiving the second-tier ruling. The first-tier body must issue a final ruling within 3 business days and provide feedback. Arbitration Committee rulings are final and may not be further appealed.
- If any arbitration tier determines an appeal cannot be mediated, it may forward the appeal to the higher tier within 1 business day with an explanation. In such cases, the forwarding tier need not issue a ruling, and the appealing party need not submit a new appeal.
- When the first-tier Arbitration Committee makes a ruling, it must convene an Arbitration Committee meeting. At least two-thirds of all committee members must be present for the final ruling to pass. The ruling requires signatures from all attending members to take effect.
- Departments must strictly follow the above rules when submitting appeals, paying particular attention to timeliness and procedure. Any arbitration body may reject expired or improperly escalated appeals.
- For the University Sports Meet, Graduate Student Sports Meet, and Freshman Sports Meet, the appeal window for each competition item closes at the end of each session — i.e., morning competition appeals are not accepted in the afternoon.
- For all cases submitted to the first-tier Arbitration Committee (except University Sports Meet track & field arbitration), if the appeal fails, 20 points will be deducted from the appealing department's annual Da Ma Cup (大马杯) total. If the appeal succeeds, no deduction is applied.
Appeals and Rulings
All appeals must be in writing; oral appeals will not be accepted. Appeal content must specify individuals and incidents (evidence is required; photos and video should be provided when necessary), and must bear the departmental Youth League Committee seal. When appealing to a higher-tier arbitration body, the ruling from the original arbitration body must also be attached. Arbitration bodies must strictly follow the Competition Rules (Charter) and this Competition Guide during the ruling process, and provide written feedback to involved departments. The feedback must detail the specific clauses from the Competition Rules and Competition Guide supporting the ruling. Where Competition Rules conflict with this Competition Guide, this Guide takes precedence. For matters not covered by either document, arbitration bodies at all levels must consult the Competition Committee's Arbitration Committee, and its opinion must be included in the final ruling.
Other Regulations
Referee sourcing: Appointed by the hosting unit; recommended by departments at registration; or served by sports faculty.
Record-breaking bonuses for Track & Field, Mass Sports Events, Shuttlecock & Jump Rope, Swimming, Marathon, and other events (records broken by sports-specialized admission students, faculty, and alumni are invalid; records broken by sports-specialized students in their specialty event are also invalid): Team record +20 points, individual record +10 points. (Interpretation authority belongs to the Ma Yuehan Cup Competition Committee.)
Violation Penalties
- For eligibility violations, the athlete or team is disqualified from further competition, and all results obtained by the athlete or team are voided. Repeat offenders will receive public criticism and lose eligibility for the annual Sportsmanship Award. Departments with three or more eligibility violations (per arbitration records) will have all Ma Yuehan Cup competition results voided for the year, and the department leadership and relevant university authorities will be notified.
- Departments are responsible for managing their participating teams and spectators. If a team exhibits unsportsmanlike conduct (verbal or behavioral) during competition, penalties may include: public criticism, point deductions, voiding of the offending player's or team's results, and competition bans. Departments and individuals exhibiting uncivilized spectator behavior will receive public criticism, and severe cases will be handled per university regulations (Student Handbook, etc.).
Team Leader System and Responsibilities
- Each department's Ma Yuehan Cup (马约翰杯) competition discipline chief is the department's associate Party secretary. Team leaders must be the department's student affairs division head and the department's Youth League secretary or above (departments without undergraduates may substitute the graduate student affairs division head and graduate Youth League branch secretary).
- Team leader responsibilities: Organize the participating team. For high-contact sports (including football, basketball, handball, etc.), the leader must be present on-site. Both teams' leaders must sign to confirm before the match begins. Matches may not proceed without a team leader present; matches started without authorization will have results voided, and the participating team and match referees will face penalties as determined by each association. Team leaders are responsible for managing their department's spectator conduct, preventing uncivilized spectating. Problems must be addressed promptly to ensure smooth competition.
Training: Before departments submit their Ma Yuehan Cup event selections, the Competition Committee will provide centralized training for each department's sports coordinator, covering interpretation of this Competition Guide, participation and scoring methods, and answering questions about participation.
Safe Participation
- All participating athletes must wear athletic clothing and sports shoes during competition. Except for chess events, athletes may not wear casual clothes, casual/leather shoes, or dangerous accessories. Violators will be disqualified (referees and match supervisors must strictly enforce this).
- When organizing teams, departments must conduct safety education, prepare safety measures, and ensure proper warm-ups before competition. When necessary, departments should form medical teams with treatment measures and essential first-aid supplies.
- Departments should form representative teams at least 6–8 weeks before competition, organize mobilization, and conduct organized, planned training (contact the department sports instructor), improving athletic ability and skill.
- Students with serious medical histories, who were ill in the week before competition, or who have pulled all-nighters should not participate in strenuous exercise or competition. Competing while injured or ill risks accidents.
- Emergency phone numbers: Beijing Emergency Center: 120, 999 Campus Hospital Emergency: 62782185 Haidian District Emergency Station: 62551759 Peking University Third Hospital Emergency: 62017691
The Ma Yuehan Cup (马约翰杯) Athletic Games includes a Sportsmanship Award
Throughout the academic year's competitions, departments whose participating students observe competition rules, respect referees, opponents, and spectators, compete with civilized conduct, show grace in victory and composure in defeat, properly organize their spectator sections, and support opening/closing ceremony organization will be eligible. At the closing of the Ma Yuehan Cup Athletic Games, 10 departments will be selected for the Sportsmanship Award.
Regarding the Impact of Smog on Competitions and Postponement
Per the national "Ambient Air Quality Index (AQI) Technical Specification (Trial)," when AQI exceeds 300, air quality is severely polluted, reducing exercise tolerance in healthy individuals and potentially causing illness. Outdoor exercise should be avoided as much as possible. Considering athletes' health, when severe smog occurs on competition day, both teams may contact the organizer in advance to request postponement. The specific procedure references the Sports Department's smog index standard; AQI measurements follow real-time data from the Beijing Municipal Environmental Monitoring Center. When AQI exceeds 300, both teams in an outdoor competition may contact the organizer to request postponement. Both teams must contact the organizer at least 1 hour before the match; the reference AQI value is the real-time measurement 1 hour before the match. If the organizer is not contacted in advance, or if the AQI drops below 300 within 1 hour before the match, the competition proceeds as scheduled. The organizer will notify both teams 1 hour before whether the match will proceed.
- The specific rescheduled time is determined by three-party consultation.
- If both teams agree to continue competing in smog conditions, the match may proceed. The Ma Yuehan Cup (马约翰杯) Competition Committee has final interpretation authority on whether smog conditions affect competition and whether postponement is warranted.
